Campus Public Safety Report
WELCOME
Medical emergencies, crimes, fires and other hazards are present in any community and do occur on the campuses of the College of Southern Maryland. However, if you are prepared, you can help protect yourself and others. If precautions are taken, many incidents can be prevented. By using proper procedures, you can get help quickly for yourself and others.
Annual Campus Public Safety Report
The annual Public Safety Report contains college policies regarding facility safety and access, law enforcement, the reporting of criminal activity and emergencies, security awareness and crime prevention programs. The report also contains crime statistics for the college and other useful information regarding security. The report can be accessed on the Internet at www.csmd.edu/about/security.html.
This information is intended to provide you with general information regarding campus safety and security. It is not intended to serve as a contractual agreement between the College of Southern Maryland and the recipient.
The Annual Campus Crime Report is published to comply with the Federal Law formally known as The Student Right to Know and Campus Security Act of 1990, renamed The Clery Act. Notice of this information will be sent to all students and employees by October 1 each year; the information is also available to any applicant for enrollment or employment.

INTRODUCTION
The College of Southern Maryland (CSM), formerly Charles County Community College, is a regional community college located in Maryland. The college has campuses in Charles County (La Plata and Waldorf Campuses), St. Mary's County (Leonardtown Campus), and Calvert County (Prince Frederick Campus). CSM is committed to making its campuses safe places to work and learn for its students, faculty, staff, and community.
HOW TO REPORT A CRIME, INCIDENT OR EMERGENCY
All unusual incidents, crimes and other emergencies should be reported to public safety personnel and the Information Center immediately. Emergencies can be reported from any campus phone by dialing:
- La Plata Campus - extension 7888 (off campus: 301-934-7888)
- Leonardtown Campus - extension 5333 (off campus: 240-725-5333)
- Prince Frederick Campus - extension 6033 (off campus: 443-550-6033)
Also, emergency phones have been provided around the campuses. These emergency phones are located in the following areas:

Note: Emergency phones are for on-campus use only with the exception of 9-911 which can be dialed from any phone on campus.
When reporting an emergency, state your name, location, location of emergency and nature of emergency.
If on-campus assistance is not available, or if it is more appropriate to call the police or rescue squad directly, you can contact off-campus assistance by dialing 911 from any campus phone. After contacting 9-911, you should still inform campus public safety and the Information Center of the emergency.
A college Incident Report Form or Accident/Injury Report Form must be filled out following any emergency situation. These forms are available in most departmental offices, in the college's Public Safety Department, and at the Information Center (see Incident Report and Accident/Injury Report procedures).
CSM permits victims or witnesses to report crimes on a voluntary, confidential basis for inclusion in the annual disclosure of crime statistics. However, to the extent that the college knows the identity of persons reporting such crimes, the college may be legally required in some circumstances to disclose that information.
Leonardtown, Prince Frederick and Waldorf Center Campuses

CSM has no policies or procedures that allow victims or witnesses to report crimes on a voluntary, confidential basis for inclusion in the annual disclosure of crime statistics.
HOW THE PUBLIC SAFETY DEPARTMENT RESPONDS
After an offense has been reported, the campus Public Safety Department will commence an investigation to identify the offender or hazard, and will make a diligent effort to resolve conflicts, when appropriate. When multiple reports occur during the same time frame, the reports will be handled in the following priority order:
- reports involving personal violence or injury,
- property crimes, and
- requests for service.
The Public Safety Department or administrative office will assist individuals in making reports, as appropriate, to other law enforcement agencies. If thefts of college property or if unsafe conditions are noted on college property, the Public Safety Department or administrative office will assist individuals in completing a college Incident Report Form or Accident/Injury Report Form.
TIMELY WARNINGS
If CSM public safety, or appropriate administrative office, is notified that a reportable crime (see crime statistics) has occurred which presents a continued threat to the campus community, notices and/or instructions will be communicated to students, employees, and the campus community in an effort to prevent similar crimes. Warnings may be distributed in several different ways including posting on the CSM intranet, Web, by e-mail, orally, through signage, Friday Report, or other appropriate means. The exact means of timely warnings may vary due to the situation.
SECURITY DEPARTMENT
The College of Southern Maryland is dedicated to the safety and welfare of all persons at all campuses. The college's safety and security program has the following goals:
- To protect people and property;
- To assist in the enforcement of state, local, and college regulations within the parameters of federal, state, and local laws and ordinances;
- To build and maintain a high level of cooperation between the college community and external law enforcement and other governmental agencies;
- To provide regulatory, support, and miscellaneous services to improve and enhance the attainment of general college goals; and,
- To disseminate practical and useful information relating to matters of safety and welfare.
All College of Southern Maryland public safety personnel are empowered under Article 26 (Education), Maryland Code of Regulations, to enforce school security provisions. Security personnel have received in-house training. The public safety personnel are an unarmed guard force and are not authorized to arrest individuals. The public safety personnel work in cooperation with local law enforcement officials.
La Plata Campus
The La Plata campus has 24-hour security coverage. When a breach of the peace occurs on campus, the public safety officer will summon the appropriate local, state, or federal agency for enforcement and/or investigation.
Among the Public Safety Department's duties are crime prevention, incident reporting, preventive patrols, crisis intervention, emergency planning, security surveys, limited alarm system administration, fire prevention, safety inspections, Haz/Mat waste disposal and check-in, labeling and logging all Haz/Mat purchases, first aid kit resupply, provision of EAP supplies, OSHA/MOSH compliance, and mechanical failure reporting.
The Public Safety Department also provides access to alarmed buildings, unlocking/locking doors, campus escorts, initial response to crisis situations, coordination of local emergency responses, vehicles jump starts, and assistance in opening locked vehicles.

Leonardtown Campus
The Leonardtown Campus has a part-time public safety force.
Hours of Operation
Monday-Friday: 7 a.m.-11 p.m.
Saturday: 7:30 a.m.-5:00 p.m.
Sunday: Campus closed

Prince Frederick Campus
The Prince Frederick Campus has a part-time public safety force.

Monday-Friday: 3 p.m.-11 p.m.
