SECURITY AWARENESS AND CRIME PREVENTION PROGRAMS
CSM encourages students, employees, and the campus community to be responsible for their own security and to be mindful of the security of others. To inform students and employees about campus security and the help to deter crime, the college intermittently provides security awareness information.
ALCOHOL AND DRUG POLICIES
The college strives to maintain a drug-free, healthful, safe, and secure environment for its students and employees. In accordance with these goals, the college has established policies which prohibit the illegal use, manufacture, distribution, or possession of controlled substances and the illegal use, possession, or dissemination of alcohol on college premises. Violation of these policies will result in disciplinary action up to and including expulsion or termination (see "Drug-Free Workplace and Campus Handbook" of a complete description of drug and alcohol polices and programs). Alcohol is not permitted on any college campus, except for certain approved events in the Center for Business and Industry at the La Plata Campus or as approved by the Board of Trustees.
SEXUAL ASSAULT POLICIES
The college is committed to taking reasonable measures to safeguard the campus community against sexual assault. Sexual assault includes both "forcible" and "non-forcible" sexual offenses. A forcible sex offense is "any sexual act directed against another person, forcibly and/or against that person's will; or not forcibly or against the person's will where the victim is incapable of giving consent", and includes forcible rape, forcible sodomy, sexual assault with an object, and forcible fondling. Non-forcible sex offenses are acts of "unlawful, non-forcible sexual intercourse," and include incest and statutory rape (FBI Uniform Crime Reporting Handbook).
In accordance with this goal, the college offers educational programs to promote awareness of rape, acquaintance rape and other sex offenses. In addition, information about community counseling, mental health, or student services for victims of sexual assault is available from the Wellness Center and the Women's Center.
All alleged incidents of sexual assault should be reported to the campus Security Office (La Plata Campus) or the main administrative office (Leonardtown and Prince Frederick campuses and the Waldorf Center) and/or the local police. The campus Public Safety Department or dean will assist in notification of law enforcement authorities, instruct the victim about the importance of preserving evidence as may be necessary to the proof of criminal sexual assault, and assist with medical needs. The campus Public Safety Officer or dean will also inform the victim of appropriate procedures to file a student judicial complaint or grievance (see Student Handbook and Administrative Manual). The dean of Student and Instructional Support Services (La Plata Campus) or dean (Leonardtown and Prince Frederick Campuses) will attempt to accommodate any request to change academic arrangements precipitated by the offense.
Persons other than judicial committee members, or executive officers of the college or the accused may not be present during a hearing unless they are called for at a specific time during the hearing. Following a judicial hearing regarding a sexual offense, a written copy of the decision shall be promptly sent to the accused and the accuser and must include a statement of the student's right to appeal (See Student Handbook-Section 60.16 and 60.19).
Possible sanctions for rape, acquaintance rape, or other sex offenses may range from suspension to expulsion for students, and suspension to discharge for employees.
